Best story today about Hanoi Jane Fonda. You do remember her, don't you?

Andrew Breitbart's web site lives on even after his passing. Here is a great story about our very own American traitor, Jane Fonda and the news that a leftist film maker in Hollywood has cast Hanoi Jane to play Nancy Regan in a new movie. You do remember Jane Fonda's infamous scene sitting on a North Vietnamese anti-aircraft gun during the Vietnam War.

There are left-wing actresses and then there's Jane Fonda. Fonda isn't merely a left-wing actress or a liberal or even a Leftist; Fonda is a traitor to her country and one of the most morally illiterate, divisive and polarizing figures to ever come out of a womb, much less Hollywood.

Conservatives will stomach certain actors and actresses, even if that individual has gone out of their way to constantly insult who we are and what we believe in. Jane Fonda, however, is something lower than that. She doesn't simply hurl insults at us, she's given aid and comfort to those who were not only were fighting to enslave an entire population under communism, but were killing the American servicemen selflessly fighting to keep that population liberated.
What I've written above is no secret to anyone and that includes the director of "The Butler," Lee Daniels, the man who made the decision to cast this wretched anti-American woman as a conservative icon. Worse still, a conservative icon who's still very much alive.

This is Jane Fonda. During my two week visit in the Democratic Republic of Vietnam, I've had the opportunity to visit a great many places and speak to a large number of people from all walks of life- workers, peasants, students, artists and dancers, historians, journalists, film actresses, soldiers, militia girls, members of the women's union, writers.
 
I visited the (Dam Xuac) agricultural coop, where the silk worms are also raised and thread is made. I visited a textile factory, a kindergarten in Hanoi. The beautiful Temple of Literature was where I saw traditional dances and heard songs of resistance. I also saw unforgettable ballet about the guerrillas training bees in the south to attack enemy soldiers. The bees were danced by women, and they did their job well.
 
In the shadow of the Temple of Literature I saw Vietnamese actors and actresses perform the second act of Arthur Miller's play All My Sons, and this was very moving to me- the fact that artists here are translating and performing American plays while US imperialists are bombing their country.
 
I cherish the memory of the blushing militia girls on the roof of their factory, encouraging one of their sisters as she sang a song praising the blue sky of Vietnam- these women, who are so gentle and poetic, whose voices are so beautiful, but who, when American planes are bombing their city, become such good fighters.
I cherish the way a farmer evacuated from Hanoi, without hesitation, offered me, an American, their best individual bomb shelter while US bombs fell near by. The daughter and I, in fact, shared the shelter wrapped in each others arms, cheek against cheek. It was on the road back from Nam Dinh, where I had witnessed the systematic destruction of civilian targets- schools, hospitals, pagodas, the factories, houses, and the dike system.
As I left the United States two weeks ago, Nixon was again telling the American people that he was winding down the war, but in the rubble- strewn streets of Nam Dinh, his words echoed with sinister (words indistinct) of a true killer. And like the young Vietnamese woman I held in my arms clinging to me tightly- and I pressed my cheek against hers- I thought, this is a war against Vietnam perhaps, but the tragedy is America's.
 
One thing that I have learned beyond a shadow of a doubt since I've been in this country is that Nixon will never be able to break the spirit of these people; he'll never be able to turn Vietnam, north and south, into a neo- colony of the United States by bombing, by invading, by attacking in any way. One has only to go into the countryside and listen to the peasants describe the lives they led before the revolution to understand why every bomb that is dropped only strengthens their determination to resist. I've spoken to many peasants who talked about the days when their parents had to sell themselves to landlords as virtually slaves, when there were very few schools and much illiteracy, inadequate medical care, when they were not masters of their own lives.
 
But now, despite the bombs, despite the crimes being created- being committed against them by Richard Nixon, these people own their own land, build their own schools- the children learning, literacy- illiteracy is being wiped out, there is no more prostitution as there was during the time when this was a French colony. In other words, the people have taken power into their own hands, and they are controlling their own lives.
 
And after 4,000 years of struggling against nature and foreign invaders- and the last 25 years, prior to the revolution, of struggling against French colonialism- I don't think that the people of Vietnam are about to compromise in any way, shape or form about the freedom and independence of their country, and I think Richard Nixon would do well to read Vietnamese history, particularly their poetry, and particularly the poetry written by Ho Chi Minh.

Giving aid and comfort to the enemy is a crime. It is called Treason and the penalty is death by hanging. There is no Statute of Limitations for this crime which means she can be prosecuted at any time. How prophetic it was for Jane to star in the 1965 movie Cat Ballou with this scene and then make her infamous visit to North Vietnam in 1972. Was she foretelling her own eventual future?

By the way, when I heard that open-mic statement from Obama to Putin I had a slightly different take on it. To me it sounded like Obama already considered he had won the November election. We'll have to work a little harder to prove him wrong.

The wishful thinking of a little boy or just repeating what his elders told him.

The greatest conspiracy ever committed in American history.

A few years ago WorldNet Daily News, now WND.com, ran a story about young Barry Soetoro, now known as Barack Hussein Obama, when he was in school in Indonesia. I don't have a link to that story any more but if my memory is correct it involved an interview with one of Barry's teachers. The teacher said she remembered a striking conversation in which Barry once told her: "When I grow up I'm going to be president of the United States." Now every parent at one time or another has heard their children make extraordinary claims such as "I'm going to be an astronaut." because they are nothing more than wishful thinking. But sometimes children repeat things that they hear from their parents, too. So what do we make of a much older boy who makes that same claim while attending college? WND.com has a few stories about a Chicago-area mailman named Allen Hulton who delivered mail on the street where the mother of Weather Underground terrorist Bill Ayers lived. The mailman remembers that one day he met a young black man whom he thinks was Barack Hussein Obama and that Obama told him in a matter-of-fact tone that he was going to be president.

Over a period of years in the late 1980s and early 1990s, Hulton estimates he spoke with Mary Ayers about 18 to 20 times and once to Tom Ayers, who died in 2007. Mary Ayers died in 2000.
“Sometimes Mary would be out when I delivered the mail, and we would exchange a few words on occasion,” he says, recalling that she liked to talk about her family.
“One day, Mary came to the door when I came up to the house with the mail,” he remembers. “After a greeting, she started enthusiastically talking to me about this young black student they were helping out, and she referred to him as a foreign student.”
Hulton assumed that by “helping” the student, Mary Ayers meant she and her husband were financially supporting the black foreign-exchange student with his education.
About a year after discussing with Mary Ayers the foreign student she and her husband were supporting, Hulton recalls meeting a young black male on the sidewalk in front of the Ayers home.
Hulton describes the man as being in his early 20s, noting that he was tall, thin, had a light complexion and that his ears stuck out.
“He greeted me,” Hulton says. “He was very polite, dressed nicely, but informally – slacks and a dress shirt – and he spoke with no accent. Immediately this young black man entered into conversation with me. He told me he had taken the train out from Chicago and had come to thank the Ayers family personally for having helped him with his education.”
Hulton remembers asking the young man what his plans were for the future.
“He looked right at me and told me he was going to be president of the United States,” Hulton says.
“There was a little bit of a grin on his face when he said it – he sounded sure of himself, but not arrogant. I know how people will say things because they have an ambition, but it did not come across that way,” Hulton says. “It came across as if this young black male was telling me he was going to be president, almost as if it were the statement of a scientific fact that had already been determined, as if his being president had been already pre-arranged.”
Considering the fact that several other news stories have labeled Barack Hussein Obama as an "Impostor" and a "Manchurian Candidate" and that Maricopa County, Arizona, Sheriff Joe Arpaio has investigated the fraudulent credentials of Barack Hussein Obama, and the fact that none of the mainstream leftist news media has shown interest in investigating Obama's background, I think we are looking at the greatest conspiracy ever perpetrated in American history. And considering the fact that many of these stories are beginning to mysteriously disappear from the Internet, I think that every conservative blog needs to repost them.

This is not a finished post. I wrote last week about a story in ammo.net of the new jobs in the gun and ammo industry that could be attributed to Barack Hussein Obama. Now another field of industry appears to be up and running. Those people who scour the Internet and remove unpopular stories about The Great Impostor himself. Case in point, Forbes.com published a story on March 24th titled: Is There An Imposter In The White House? An Excerpt from "Hope Is Not A Strategy" by John Mariotti that called Barack Hussein Obama a "manufactured candidate" and then a "Manchurian candidate". A few hours later the story disappeared. Forbes.com acknowledges the link to the story title but then reports: "Something's gone awry! The page you requested could not be found" But here is the link in Forbes.com to that same story:

Thanks to Obama there must be a whole hoard of people getting paid to clean up the bad news about him on the web sites but thankfully there aren't enough of them to do a completely thorough job. And conversely speaking there must be a lot of people getting paid to write phony stories about him. (Actually the latter group started working several years ago.) That's where the conservative bloggers come in. They capture the stories and repost them before they get taken down. By the way, the Gateway Pundit web site also won't load at the time I write this. Earlier today Forbes posted an excerpt from the book Hope Is Not a Strategy by John Mariotti and D. M. Lukas. The author provided an excerpt from the book for the article where he describes Barack Obama as a “manufactured candidate” whose history remains sealed. Mariotti then calls Obama the “Manchurian candidate.”
But, after the article was posted for a few hours it suddenly disappeared down the memory hole.

“There is something very wrong when the sitting president refuses to divulge huge pieces of information about his background. What is he hiding? Maybe the “birthers” were a little extreme, but is there something wrong with this “manufactured candidate,” whose history remains sealed from public view? What is he hiding?
Could the “Hawaii birth certificate” be a forgery? Is there something much worse—like “sponsorship” by an unnamed special interest? I don’t know. I do know that the man in the White House now is an imposter. The only question is which kind of an imposter: an incompetent “pretender” or a genuine phony, a “Manchurian candidate,” who is a liberal, ½ black and ½ white, and an obvious Muslim sympathizer.
Will this campaign expose him as the imposter, and the pretender his behavior has revealed? Will it expose his hidden history and murky background. We know about his failures and mistakes.

…”No matter how many times President Obama refers to the “problems he inherited,” he has now been in office three years. Certainly many of the current problems can be traced back to events that happened during the eight years that Bush held the top office, and some can be traced back to even earlier presidencies — but far from all of them.
Many of the problems are newly created (or made worse), and Barack Obama owns them. Candidate Obama stepped up and essentially said, “I want the job, and everything that comes with it” by running for president. After three years in office, the problems now belong to him and his presidency. He caused them, made them worse, or didn’t solve them. Either way, they are his now.
…In leadership, you cannot “pretend” to be a leader. You either are — or you aren’t — a leader. One or the other will become apparent very quickly.
If you want the leadership job, you must step up and take full ownership of it. A “pretender” or “poser” is like an actor who has learned all the right lines, but has no idea what they mean. Once the script has been followed (or deviated from), the actor is clueless about what to do next. This is the job of the leader. Unfortunately, in this government, the “directors” often seem clueless, having learned in academia where results and wins/losses are theoretical, or in politics where success (at getting elected) is more a matter of rhetoric than results.
If you are not ready for a position, or do not believe that you have what it takes to rise to the challenge (or clean up the mess even if you believe it is not your mess), then do not take the job. This was Barack Obama’s fundamental mistake. He grossly underestimated the difficulty of the position he was running for, and overestimated his preparedness to actually do the job. Just because he could “talk a good game” (thanks to a phalanx of speech writers and the omnipresent teleprompters) does not mean he actually knew what to do or how to do it. The presidency of the United States of America is not a place for heavy OJT (On-the Job-Training)….”
After the first three plus years of the presidency, it is painfully clear that Barack Obama was a “pretty face,” and “glib speaker” and a lightweight liberal politician with a community organizer/radical background. The American people should be outraged at this man’s behavior and even his candidacy. Why are they not? Because of the misinformation delivered by sympathetic liberal/mainstream media who loves his nonsensical form of governing.
…”Obama’s perceived preparedness for the presidency is a terrible delusion, from which it is difficult to escape. Mistakes build upon each other and result in even more complex problems. Difficult problems that are mishandled become even more difficult to fix. When you have too little experience, lack substance (other than the words of your latest speech), then leading, managing and problem solving simply don’t happen. And that is what has occurred. When you compound the problem by surrounding your self with like-minded theorists, lacking in real-world experience, things become worse yet. The theoretical solutions to problems often don’t work due to the messiness of the real world — and the reasons are almost unfathomable to these rookie executive/politicians. …”
What should Americans think about this “imposter?” Will he divulge his true background so we can all see who he is and where he came from — really? If not, is this just a man who should never have been sworn into the office of President in the first place, and who has crippled Americans miserably during his term?
Will we continue to believe his misstatements (the politically correct term for lies)? Can he simply use the media to “erase and forget the past three years of misery and missteps?” Or will we learn from his imperialistic behavior and terrible results and throw him out in November?

Democracy in action: the mob-rule mentality lashes out in the Trayvon Martin killing. It wasn't about "standing your ground" it was all about self-defense.

The leftist news media and the Democratic Party are so much against the ownership of guns in America that they will latch on to any news event that fosters their ideology. They do so with such a vengeance that they demonstrate unequivocally just what Democracy is all about: MOB RULE. They will distort and hide the facts to support their arguments and even rewrite the stories to make them hard to understand but one thing is certain, they will reach their conclusions before the trial has even began, and then come running, carrying the rope. There can be no doubt any longer why the Founding Fathers who drafted our United States Constitution refused to call our country a Democracy and chose, instead, to give us a Republic. Until such time that Barack Hussein Obama and his Muslim, Communist cohorts manage to change it, WE are still a Republic, a nation of laws, NOT Mob Rule.
On February 26th, George Zimmerman, a neighborhood watch captain, was attacked by Trayvon Martin on the street. A bystander phoned 911 and the dispatcher recorded the call in which the cries for help by Zimmerman could be heard. Witnesses reported that Zimmerman was on the ground and Martin was on top of him beating him. Zimmerman had a broken nose and a bloody wound on the back of his head. A few moments later Martin was dead from a gunshot wound made by Zimmerman with his concealed weapon that he was licensed to carry. Clearly, it was a case of self-defense but the news media decided to apply the "stand-your-ground" law that says a person is not required to run away from an attack. Then, because Trayvon Martin was black the added accusation of racism was tacked on even though Zimmerman was half-white and half Hispanic who also had black relatives. The "stand-your-ground" law is also known as the Castle Doctrine, a rule which the NRA has successfully lobbied in many state legislatures that allows a person to use deadly force in their homes to ward off an attack instead of being obligated to flee to safety.
The story has exploded across the country with black ministers in every city preaching from their Sunday pulpits while wearing "hoodies" in support of Trayvon Martin. Every Democrat politician, including Barack Hussein Obama, has jumped on the bandwagon calling this a racially motivated hate crime before any police investigation has been concluded. The New Black Panther Party (NBPP) is closely associated with the Nation of Islam (NOI). Former Nation of Islam minister Khalid Abdul Muhammad became the national chairman of the NBPP from the late 1990s until his death in 2001. The group attracted many breakaway members of the NOI. The NBPP is currently led by Malik Zulu Shabazz; it upholds Khalid Abdul Muhammad as the founder of the movement. They note that not all their members are members of the Nation of Islam, though the group acknowledges universal “spirituality” practices within the organization.

They are considered a ‘hate’ group, but the media rarely reports on their movements and intentions. Glenn Beck has stated that the Nation of Islam should be watched as he feels they are capable of great violence.
Although the group claims it does not follow the precepts of Marxism or Mao as the original Black Panther Party did, they do follow the Kawaida theory of Maulana Karenga, which includes black unity, collective action and cooperative economics. In other words, Black Liberation Theology and collectivism – by any other name, it’s still in reality Communism.

The New Black Panther Party is the very antithesis of what Martin Luther King stood for. In fact, they seem hell bent on carrying out the vision of Charlie Manson and his murderous bunch of lunatics.
Enter Trayvon Martin and George Zimmerman. From Maggie’s Notebook:
The Sanford, Florida Treyvon Martin killing has taken a turn today. Martin was 17 years old, [he] left a sporting event on television to buy Skittles for his little brother. He left the house unarmed. That much has been confirmed. Today there is a report of a witness who saw the confrontation from his home, and says Martin attacked Zimmerman. For several days, the news has been of “racist” police and a “racist” 28-year-old Neighborhood Watch Captain, George Zimmerman. He is half White, half Hispanic and some of his relatives are Black. The police report recorded that Zimmerman had a bloody nose and blood on the back of his head. His attorney says he has a broken nose. He was not arrested. The Sanford Police Captain stepped down over the calls of racism, and says there are threats against his life and his family. The Black Panthers have a Bounty on Zimmerman, offering $10,000.00 for is “capture.” Zimmerman is not “missing,” or “on the lam,” but is surely in hiding in fear for his life. In addition to the Bounty, the Black Panthers are forming an army [of] 10,000 Black men to hunt down Zimmerman.
And the nudge is about to become a violent shove into chaos. From what I hear Zimmerman was protecting himself. Since when is that a crime? Not all the facts are in yet, but the New Black Panther Party and others are quick to attack with or without all the facts. Whatever happened to Constitutional rights and innocent till proven guilty? Now, we move straight to lynchings. I also wonder with all the crime across the country, why this incident and why now? It looks to me like the left was looking for an incident to create racial tension and violence and this one was as good as any. It also serves to further the loud voices against Rush Limbaugh, Glenn Beck and others. The calls will go from demanding that they be silenced, to calling for their deaths. It’s coming.

At last weekend’s Left Forum 2012, the annual pep-rally for liberal thought, renown leftist professor and activist Frances Fox Piven shown some light onto the makeup of the current America Left.  In this minute  of audio, Piven tells the packed auditorium which worldview philosophies embody their movement: 
“There is room for all of us. Religious leftists, people who think peace is the answer, those who think that wholesome food is what we really need, ecologists and old-fashioned Democrats,  Democratic Socialists, Socialists and Communists.”

Why the title "One Nation Under Socialism?" 
Our federal government has been moving in the direction of socialism for over one hundred years. Many presidents and politicians have compromised the Constitution as we have given away our freedoms under the guise of entitlements and government intervention. When the people are willing to sacrifice the next generation for their current lifestyles and allow the federal government to have all the power for an illusory mess of pottage—you have chosen One Nation Under Socialism.

What do you mean by an ideology, which can never stand?
I will not support an ideology, which will lead to the destruction of America. In the history of the world, never has there been a recorded example where Socialism has led to the betterment of the human condition or improved the liberty of the people. I know there are varying degrees and definitions of "socialism." Even the European model of Democratic Socialism has proven to be a dismal failure. Do you want to see our country become like Greece, Italy, Portugal, or even Great Britain?

What do you mean by "divisive, with no liberty or justice for anyone?"
Socialism uses the illusion of offering fairness and justice for everyone by redistributing the wealth of the nation; picking and choosing winners and losers. This administration has taken over our health care system, given bailouts to the automotive industry, banking industry and energy industry. Another news media cover-up. Once again another Muslim kills a few more Jews. This time in France, so where is the outrage and when does it begin here in America? And why does the media ignore this?

There was a time when Jewish children were hunted down and killed in France. Their killers believed themselves to be members of a superior group that was destined to rule the world and enslave or exterminate members of inferior groups. The cowardice and appeasement of the French authorities allowed them to operate freely, to kill Jews and launch attacks on other countries.

What was then is now again. The occupying army doesn't wear uniforms, it wears keffiyahs. It doesn't speak German, it speaks Arabic. It doesn't believe that it is superior for reasons of race as much as for reasons of religion. It does not view all others as Untermenschen, but as infidels. It looks forward not to a thousand year Reich, but to a thousand year Caliphate.

Mohammed Merah did not chase down a French-Jewish seven year old girl, put a gun to her head and pull the trigger because he came from an economically depressed area or any of the other media spin. He was only doing what Muslims had been doing to non-Muslims for over a thousand years. He didn't do what he did because he was "radicalized", he did it because he became a fully committed Muslim.

It won't end with taking down one man and it won't end with Jewish children. When your ideology believes that it is in a zero-sum struggle with the rest of the world and that membership means that you are a superior breed of human being because you worship the Fuhrer or Allah, then it won't stop. It won't ever stop. Not until the figurehead is toppled, the creed is humiliated and the supermen are shown to be cowards, neurotics, pedophiles, insecure men dressing up their weaknesses in power fantasies.

Between all the non-stop coverage, the expressions of grief, the political pandering, no one is stating the obvious. France has been occupied all over again. Once again the occupation has been carried out with the consent of the authorities who have decided that cowardice is the only way. Vichy France has become Vichy Europe, Vichy America, Vichy Australia, where the blatant appeasement is disguised as honor, treason is portrayed as responsible leadership and collaboration in the mass murder of your own people is never acknowledged as such.

Ironically, the perceived hostility towards gun owners by President Obama has actually helped the firearms industry tremendously. Since the 2008 election, more Americans than ever before are purchasing firearms & ammunition. This has meant massive increases in sales by firearm & ammunition makers, billions more in federal and state tax collections related to guns & ammo, increased membership in the NRA, and hundreds of thousands of new Americans carrying concealed handguns.  Therefore, should the firearms industry support President Obama for a second term or not?

On Friday, the 16th, Obama signed a new Executive Order into being and this one’s timing is very curious. Ed Morrissey (who I highly respect) of Hot Air says that it is simply a reissue of an EO that is 18 years old, that was issued in 1994 by Bill Clinton – EO (12919). I find myself mostly in agreement with Morrissey. The EO is vague and far-reaching. Basically Morrissey points out that it simply adds the DHS to the mix of departments and is apparently just an update.From Hot Air:
In fact, that’s almost entirely what it is. The original EO dealing with national defense resources preparedness was issued in 1939 (EO 8248) according to the National Archives. It has been superseded a number of times, starting in 1951 by nearly every President through Bill Clinton, and amended twice by George W. Bush.
I find the following to be of significant relevance:
Obama has added to Section 201(b) the phrase “under both emergency and non-emergency conditions.” In 12919, though, the duties of the Cabinet Secretaries were not limited to emergency situations in Section 201(b), either. And in both EOs, section 102 specifically notes that the EO is intended to ensure defense preparedness “in peacetime and in times of national emergency.”
So, is this a signal that Obama could use his powers during a ‘non-emergency?’ I would certainly not put it past him.

Take an in-depth look at it though, because it is a significant threat to our constitutional rights. It could open the way for ‘soft martial law.’ From Examiner.com:
On March 16th, President Obama signed a new Executive Order which expands upon a prior order issued in 1950 for Disaster Preparedness, and gives the office of the President complete control over all the resources in the United States in times of war or emergency.
The National Defense Resources Preparedness order gives the Executive Branch the power to control and allocate energy, production, transportation, food, and even water resources by decree under the auspices of national defense and national security. The order is not limited to wartime implementation, as one of the order’s functions includes the command and control of resources in peacetime determinations.
And:
Additionally, each cabinet under the Executive Branch has been given specific powers when the order is executed, and include the absolute control over food, water, and other resource distributions.
That gives the President sweeping powers and should raise the alarm level in all Americans – those with a survival instinct any way.

When I first saw the Executive Order, it gave me great pause. In fact, my blood ran cold and I assumed that I was hearing that he was getting ready to declare martial law. I’m all for conspiracies, but let’s pick the right one. Not a feint to the right, when they are really dodging to the left (far left that is).

Ask yourself, why was this issued now and why this Executive Order? Three and a half years into Obama’s presidency… Nothing is what it seems in this administration, so let’s noodle on this shall we?

There are now 5 US and French carriers postured for war with Iran. If the French have a helicopter carrier in the area…that would make 6.
Desert Storm naval power was launched from the decks of 4 US carriers. Four nuclear powered large carriers are present in the mix at this time. Plus “helicopter carriers” that carry full complements of Marines and enough jets for limited strikes or general fleet defense.

Everyone (US and Anglo/Euro/Arab Allies) is moving Subs, Frigates, Destroyers, Cruisers, Mine Warfare Ships, and Mine Hunting Air assets into the region.
The Israeli Navy passed two of their 13 large surface combatants south through the Suez Canal this week, apparently escorting a French Fleet Resupply Vessel (1 of 4 the French possess). The Israeli ships included one of their three largest corvettes and an accompanying medium missile boat, making a movement into the Red Sea not seen since 2009, when they sent a pair of much smaller (and less capable) vessels through the Canal.
Purposes? Well, if a French supply vessel were carrying critically anticipated wartime replenishment for the nuclear powered French Carrier Charles DeGaulle…someone might think that ship required escort during a time of imminent hostilities. And if every other Allied escort vessel were already east of the Suez, somebody asked the Israelis for their help. Which might indicate a little more prior coordination between Israel and the US than is being admitted in public.
Of course, the Israelis may be moving the vessels to protect their Red Sea base at Eilat, but why would they need to…unless they anticipate fireworks? The Israeli vessels are primarily equipped as SAM and SSM mission craft. Plus the usual mix of ASW, EW, guns, torpedos, CIWS. Could be useful if you were going to tee off on Palestinian forces in the Sinai and anticipated the Egyptians disputing the action…
Of course if you had passed a Dolphin submarine or two through the Canal as part of that surface movement, you’d have your national nuclear deterrent / precision strike capability a lot closer to Iran and protected in waters dominated by the worlds largest friendly naval armada…wouldn’t you? In which case, the “escort” of the French vessel was merely cover for action…to actually escort Israeli strike capability to a better postured location.
Meanwhile, US naval activity with the remainder of our carriers is…busy. There is a high level of readiness, with several amphibious carriers currently visiting the Pacific or out to sea in the Atlantic accompanying 2 more super carriers actively conducting workups…as opposed to being tied up in port. Announced Exercises and training qualifications are happening at a busy pace…and have been for the last month or so. If war comes, this country is postured to put 7-8 nuclear carriers against the problem. That’s a fairly high rate of readiness during more normal times.
In other words, US carrier availability is at about the highest potential level of availability as is possible. Everything that can sail is postured to do so or already off our coasts. No accident.
Meanwhile, the US continues to apply pressure to Iran’s economic carotid artery...
Everything fits together if you look at it right. Syria, Israel, Iran, the US… Obama is not incompetent, he does everything for a reason. He’s getting ready to dance in the Middle East, but he’s not doing it for our friend and ally Israel. No, he’s in reelection mode and he wants a whole bevy of issues swept under the carpet and a war is the perfect distraction. I don’t think he has any intention of ‘winning’ it – this is just so he can finish what he started in the US – ‘change’ the Marxist way that is.

I believe that World War III has already begun. This war will not just be Iran and the US – it will be a World War with allies on both sides of the aisle. Guess which side Russia, China, Venezuela and N. Korea will be on? This could well be not only a cyber war, but a nuclear war. Do not fool yourself into thinking that we will be safe from the war because we have an ocean between ‘us’ and ‘them.’ That is no longer true.

So why issue an EO that was already out there, merely updated with new agencies and the inclusion of non-emergency situations? My take, he’s getting everything organized for a non-emergency named Iran. With the chaos of the American Spring coming, Depression economics in place with high unemployment, inflation and an eminent stock market crash, the timing will be perfect this fall to go to war and bring the top down on America. But don’t worry, they’ll at least call it an emergency… You know just so they can finally be rid of that old, dusty document called the Constitution.

Obama issues Executive Order to create the American Gulag.

The Muslim in Chief and avid follower and student of everything that has ever dealt with Socialism, Marxism and Communism has just issued his latest Executive Order that establishes the right of the Federal government to take full control of the U.S. economy and our work force in peacetime and transform it all into a government run collective. We are looking right into the eyes of a totalitarian dictatorship, people, and the fate of our Republic hangs in the balance. The upcoming elections in November are the last hope for America to rid ourselves from this cancer. Did anyone think that those concentration camps that the U.S. Army called detention centers, you recall the one's they posted the job bulletins for, were going to be for vacations?

Executive Order -- National Defense Resources Preparedness
EXECUTIVE ORDER
NATIONAL DEFENSE RESOURCES PREPAREDNESS
By the authority vested in me as President by the Constitution and the laws of the United States of America, including the Defense Production Act of 1950, as amended (50 U.S.C. App. 2061 et seq.), and section 301 of title 3, United States Code, and as Commander in Chief of the Armed Forces of the United States, it is hereby ordered as follows:
PART I  -  PURPOSE, POLICY, AND IMPLEMENTATION
Section 101Purpose.  This order delegates authorities and addresses national defense resource policies and programs under the Defense Production Act of 1950, as amended (the "Act").
Sec. 102Policy.  The United States must have an industrial and technological base capable of meeting national defense requirements and capable of contributing to the technological superiority of its national defense equipment in peacetime and in times of national emergency.  The domestic industrial and technological base is the foundation for national defense preparedness.  The authorities provided in the Act shall be used to strengthen this base and to ensure it is capable of responding to the national defense needs of the United States.
Sec. 103General Functions.  Executive departments and agencies (agencies) responsible for plans and programs relating to national defense (as defined in section 801(j) of this order), or for resources and services needed to support such plans and programs, shall:
(a)  identify requirements for the full spectrum of emergencies, including essential military and civilian demand;
(b)  assess on an ongoing basis the capability of the domestic industrial and technological base to satisfy requirements in peacetime and times of national emergency, specifically evaluating the availability of the most critical resource and production sources, including subcontractors and suppliers, materials, skilled labor, and professional and technical personnel;
(c)  be prepared, in the event of a potential threat to the security of the United States, to take actions necessary to ensure the availability of adequate resources and production capability, including services and critical technology, for national defense requirements;
(d)  improve the efficiency and responsiveness of the domestic industrial base to support national defense requirements; and
(e)  foster cooperation between the defense and commercial sectors for research and development and for acquisition of materials, services, components, and equipment to enhance industrial base efficiency and responsiveness.
Sec. 104Implementation.  (a)  The National Security Council and Homeland Security Council, in conjunction with the National Economic Council, shall serve as the integrated policymaking forum for consideration and formulation of national defense resource preparedness policy and shall make recommendations to the President on the use of authorities under the Act.
(b)  The Secretary of Homeland Security shall:
(1)  advise the President on issues of national defense resource preparedness and on the use of the authorities and functions delegated by this order;
(2)  provide for the central coordination of the plans and programs incident to authorities and functions delegated under this order, and provide guidance to agencies assigned functions under this order, developed in consultation with such agencies; and
(3)  report to the President periodically concerning all program activities conducted pursuant to this order.
(c)  The Defense Production Act Committee, described in section 701 of this order, shall:
(1)  in a manner consistent with section 2(b) of the Act, 50 U.S.C. App. 2062(b), advise the President through the Assistant to the President and National Security Advisor, the Assistant to the President for Homeland Security and Counterterrorism, and the Assistant to the President for Economic Policy on the effective use of the authorities under the Act; and
(2)  prepare and coordinate an annual report to the Congress pursuant to section 722(d) of the Act, 50 U.S.C. App. 2171(d).
(d)  The Secretary of Commerce, in cooperation with the Secretary of Defense, the Secretary of Homeland Security, and other agencies, shall:
(1)  analyze potential effects of national emergencies on actual production capability, taking into account the entire production system, including shortages of resources, and develop recommended preparedness measures to strengthen capabilities for production increases in national emergencies; and
(2)  perform industry analyses to assess capabilities of the industrial base to support the national defense, and develop policy recommendations to improve the international competitiveness of specific domestic industries and their abilities to meet national defense program needs.
PART II  -  PRIORITIES AND ALLOCATIONS
Sec. 201Priorities and Allocations Authorities.  (a)  The authority of the President conferred by section 101 of the Act, 50 U.S.C. App. 2071, to require acceptance and priority performance of contracts or orders (other than contracts of employment) to promote the national defense over performance of any other contracts or orders, and to allocate materials, services, and facilities as deemed necessary or appropriate to promote the national defense, is delegated to the following agency heads:
(1)  the Secretary of Agriculture with respect to food resources, food resource facilities, livestock resources, veterinary resources, plant health resources, and the domestic distribution of farm equipment and commercial fertilizer;
(2)  the Secretary of Energy with respect to all forms of energy;
(3)  the Secretary of Health and Human Services with respect to health resources;
(4)  the Secretary of Transportation with respect to all forms of civil transportation;
(5)  the Secretary of Defense with respect to water resources; and
(6)  the Secretary of Commerce with respect to all other materials, services, and facilities, including construction materials.
(b)  The Secretary of each agency delegated authority under subsection (a) of this section (resource departments) shall plan for and issue regulations to prioritize and allocate resources and establish standards and procedures by which the authority shall be used to promote the national defense, under both emergency and non-emergency conditions.  Each Secretary shall authorize the heads of other agencies, as appropriate, to place priority ratings on contracts and orders for materials, services, and facilities needed in support of programs approved under section 202 of this order.
(c)  Each resource department shall act, as necessary and appropriate, upon requests for special priorities assistance, as defined by section 801(l) of this order, in a time frame consistent with the urgency of the need at hand.  In situations where there are competing program requirements for limited resources, the resource department shall consult with the Secretary who made the required determination under section 202 of this order.  Such Secretary shall coordinate with and identify for the resource department which program requirements to prioritize on the basis of operational urgency.  In situations involving more than one Secretary making such a required determination under section 202 of this order, the Secretaries shall coordinate with and identify for the resource department which program requirements should receive priority on the basis of operational urgency.
(d)  If agreement cannot be reached between two such Secretaries, then the issue shall be referred to the President through the Assistant to the President and National Security Advisor and the Assistant to the President for Homeland Security and Counterterrorism.
(e)  The Secretary of each resource department, when necessary, shall make the finding required under section 101(b) of the Act, 50 U.S.C. App. 2071(b).  This finding shall be submitted for the President's approval through the Assistant to the President and National Security Advisor and the Assistant to the President for Homeland Security and Counterterrorism.  Upon such approval, the Secretary of the resource department that made the finding may use the authority of section 101(a) of the Act, 50 U.S.C. App. 2071(a), to control the general distribution of any material (including applicable services) in the civilian market.
Sec. 202Determinations.  Except as provided in section 201(e) of this order, the authority delegated by section 201 of this order may be used only to support programs that have been determined in writing as necessary or appropriate to promote the national defense:
(a)  by the Secretary of Defense with respect to military production and construction, military assistance to foreign nations, military use of civil transportation, stockpiles managed by the Department of Defense, space, and directly related activities;
(b)  by the Secretary of Energy with respect to energy production and construction, distribution and use, and directly related activities; and
(c)  by the Secretary of Homeland Security with respect to all other national defense programs, including civil defense and continuity of Government.
Sec. 203Maximizing Domestic Energy Supplies.  The authorities of the President under section 101(c)(1) (2) of the Act, 50 U.S.C. App. 2071(c)(1) (2), are delegated to the Secretary of Commerce, with the exception that the authority to make findings that materials (including equipment), services, and facilities are critical and essential, as described in section 101(c)(2)(A) of the Act, 50 U.S.C. App. 2071(c)(2)(A), is delegated to the Secretary of Energy.
Sec. 204Chemical and Biological Warfare.  The authority of the President conferred by section 104(b) of the Act, 50 U.S.C. App. 2074(b), is delegated to the Secretary of Defense.  This authority may not be further delegated by the Secretary.
PART III  -  EXPANSION OF PRODUCTIVE CAPACITY AND SUPPLY
Sec. 301Loan Guarantees.  (a)  To reduce current or projected shortfalls of resources, critical technology items, or materials essential for the national defense, the head of each agency engaged in procurement for the national defense, as defined in section 801(h) of this order, is authorized pursuant to section 301 of the Act, 50 U.S.C. App. 2091, to guarantee loans by private institutions.
(b)  Each guaranteeing agency is designated and authorized to:  (1) act as fiscal agent in the making of its own guarantee contracts and in otherwise carrying out the purposes of section 301 of the Act; and (2) contract with any Federal Reserve Bank to assist the agency in serving as fiscal agent.
(c)  Terms and conditions of guarantees under this authority shall be determined in consultation with the Secretary of the Treasury and the Director of the Office of Management and Budget (OMB).  The guaranteeing agency is authorized, following such consultation, to prescribe:  (1) either specifically or by maximum limits or otherwise, rates of interest, guarantee and commitment fees, and other charges which may be made in connection with such guarantee contracts; and (2) regulations governing the forms and procedures (which shall be uniform to the extent practicable) to be utilized in connection therewith.
Sec. 302Loans.  To reduce current or projected shortfalls of resources, critical technology items, or materials essential for the national defense, the head of each agency engaged in procurement for the national defense is delegated the authority of the President under section 302 of the Act, 50 U.S.C. App. 2092, to make loans thereunder.  Terms and conditions of loans under this authority shall be determined in consultation with the Secretary of the Treasury and the Director of OMB.
Sec. 303Additional Authorities.  (a)  To create, maintain, protect, expand, or restore domestic industrial base capabilities essential for the national defense, the head of each agency engaged in procurement for the national defense is delegated the authority of the President under section 303 of the Act, 50 U.S.C. App. 2093, to make provision for purchases of, or commitments to purchase, an industrial resource or a critical technology item for Government use or resale, and to make provision for the development of production capabilities, and for the increased use of emerging technologies in security program applications, and to enable rapid transition of emerging technologies.
(b)  Materials acquired under section 303 of the Act, 50 U.S.C. App. 2093, that exceed the needs of the programs under the Act may be transferred to the National Defense Stockpile, if, in the judgment of the Secretary of Defense as the National Defense Stockpile Manager, such transfers are in the public interest.
Sec. 304Subsidy Payments.  To ensure the supply of raw or nonprocessed materials from high cost sources, or to ensure maximum production or supply in any area at stable prices of any materials in light of a temporary increase in transportation cost, the head of each agency engaged in procurement for the national defense is delegated the authority of the President under section 303(c) of the Act, 50 U.S.C. App. 2093(c), to make subsidy payments, after consultation with the Secretary of the Treasury and the Director of OMB.
Sec. 305Determinations and Findings.  (a)  Pursuant to budget authority provided by an appropriations act in advance for credit assistance under section 301 or 302 of the Act, 50 U.S.C. App. 2091, 2092, and consistent with the Federal Credit Reform Act of 1990, as amended (FCRA), 2 U.S.C. 661 et seq., the head of each agency engaged in procurement for the national defense is delegated the authority to make the determinations set forth in sections 301(a)(2) and 302(b)(2) of the Act, in consultation with the Secretary making the required determination under section 202 of this order; provided, that such determinations shall be made after due consideration of the provisions of OMB Circular A 129 and the credit subsidy score for the relevant loan or loan guarantee as approved by OMB pursuant to FCRA.
(b)  Other than any determination by the President under section 303(a)(7)(b) of the Act, the head of each agency engaged in procurement for the national defense is delegated the authority to make the required determinations, judgments, certifications, findings, and notifications defined under section 303 of the Act, 50 U.S.C. App. 2093, in consultation with the Secretary making the required determination under section 202 of this order.
Sec. 306Strategic and Critical Materials.  The Secretary of Defense, and the Secretary of the Interior in consultation with the Secretary of Defense as the National Defense Stockpile Manager, are each delegated the authority of the President under section 303(a)(1)(B) of the Act, 50 U.S.C. App. 2093(a)(1)(B), to encourage the exploration, development, and mining of strategic and critical materials and other materials.
Sec. 307Substitutes.  The head of each agency engaged in procurement for the national defense is delegated the authority of the President under section 303(g) of the Act, 50 U.S.C. App. 2093(g), to make provision for the development of substitutes for strategic and critical materials, critical components, critical technology items, and other resources to aid the national defense.
Sec. 308Government-Owned Equipment.  The head of each agency engaged in procurement for the national defense is delegated the authority of the President under section 303(e) of the Act, 50 U.S.C. App. 2093(e), to:
(a)  procure and install additional equipment, facilities, processes, or improvements to plants, factories, and other industrial facilities owned by the Federal Government and to procure and install Government owned equipment in plants, factories, or other industrial facilities owned by private persons;
(b)  provide for the modification or expansion of privately owned facilities, including the modification or improvement of production processes, when taking actions under sections 301, 302, or 303 of the Act, 50 U.S.C. App. 2091, 2092, 2093; and
(c)  sell or otherwise transfer equipment owned by the Federal Government and installed under section 303(e) of the Act, 50 U.S.C. App. 2093(e), to the owners of such plants, factories, or other industrial facilities.
Sec. 309Defense Production Act Fund.  The Secretary of Defense is designated the Defense Production Act Fund Manager, in accordance with section 304(f) of the Act, 50 U.S.C. App. 2094(f), and shall carry out the duties specified in section 304 of the Act, in consultation with the agency heads having approved, and appropriated funds for, projects under title III of the Act.
Sec. 310Critical Items.  The head of each agency engaged in procurement for the national defense is delegated the authority of the President under section 107(b)(1) of the Act, 50 U.S.C. App. 2077(b)(1), to take appropriate action to ensure that critical components, critical technology items, essential materials, and industrial resources are available from reliable sources when needed to meet defense requirements during peacetime, graduated mobilization, and national emergency.  Appropriate action may include restricting contract solicitations to reliable sources, restricting contract solicitations to domestic sources (pursuant to statutory authority), stockpiling critical components, and developing substitutes for critical components or critical technology items.
Sec. 311Strengthening Domestic Capability.  The head of each agency engaged in procurement for the national defense is delegated the authority of the President under section 107(a) of the Act, 50 U.S.C. App. 2077(a), to utilize the authority of title III of the Act or any other provision of law to provide appropriate incentives to develop, maintain, modernize, restore, and expand the productive capacities of domestic sources for critical components, critical technology items, materials, and industrial resources essential for the execution of the national security strategy of the United States.
Sec. 312Modernization of Equipment.  The head of each agency engaged in procurement for the national defense, in accordance with section 108(b) of the Act, 50 U.S.C. App. 2078(b), may utilize the authority of title III of the Act to guarantee the purchase or lease of advance manufacturing equipment, and any related services with respect to any such equipment for purposes of the Act.  In considering title III projects, the head of each agency engaged in procurement for the national defense shall provide a strong preference for proposals submitted by a small business supplier or subcontractor in accordance with section 108(b)(2) of the Act, 50 U.S.C. App. 2078(b)(2).
PART IV  -  VOLUNTARY AGREEMENTS AND ADVISORY COMMITTEES
Sec. 401Delegations.  The authority of the President under sections 708(c) and (d) of the Act, 50 U.S.C. App. 2158(c), (d), is delegated to the heads of agencies otherwise delegated authority under this order.  The status of the use of such delegations shall be furnished to the Secretary of Homeland Security.
Sec. 402Advisory Committees.  The authority of the President under section 708(d) of the Act, 50 U.S.C. App. 2158(d), and delegated in section 401 of this order (relating to establishment of advisory committees) shall be exercised only after consultation with, and in accordance with, guidelines and procedures established by the Administrator of General Services.
Sec. 403Regulations.  The Secretary of Homeland Security, after approval of the Attorney General, and after consultation by the Attorney General with the Chairman of the Federal Trade Commission, shall promulgate rules pursuant to section 708(e) of the Act, 50 U.S.C. App. 2158(e), incorporating standards and procedures by which voluntary agreements and plans of action may be developed and carried out.  Such rules may be adopted by other agencies to fulfill the rulemaking requirement of section 708(e) of the Act, 50 U.S.C. App. 2158(e).
PART V  -  EMPLOYMENT OF PERSONNEL
Sec. 501National Defense Executive Reserve.  (a) In accordance with section 710(e) of the Act, 50 U.S.C. App. 2160(e), there is established in the executive branch a National Defense Executive Reserve (NDER) composed of persons of recognized expertise from various segments of the private sector and from Government (except full time Federal employees) for training for employment in executive positions in the Federal Government in the event of a national defense emergency.
(b)  The Secretary of Homeland Security shall issue necessary guidance for the NDER program, including appropriate guidance for establishment, recruitment, training, monitoring, and activation of NDER units and shall be responsible for the overall coordination of the NDER program.  The authority of the President under section 710(e) of the Act, 50 U.S.C. App. 2160(e), to determine periods of national defense emergency is delegated to the Secretary of Homeland Security.
(c)  The head of any agency may implement section 501(a) of this order with respect to NDER operations in such agency.
(d)  The head of each agency with an NDER unit may exercise the authority under section 703 of the Act, 50 U.S.C. App. 2153, to employ civilian personnel when activating all or a part of its NDER unit.  The exercise of this authority shall be subject to the provisions of sections 501(e) and (f) of this order and shall not be redelegated.
(e)  The head of an agency may activate an NDER unit, in whole or in part, upon the written determination of the Secretary of Homeland Security that an emergency affecting the national defense exists and that the activation of the unit is necessary to carry out the emergency program functions of the agency.
(f)  Prior to activating the NDER unit, the head of the agency shall notify, in writing, the Assistant to the President for Homeland Security and Counterterrorism of the impending activation.
Sec. 502Consultants.  The head of each agency otherwise delegated functions under this order is delegated the authority of the President under sections 710(b) and (c) of the Act, 50 U.S.C. App. 2160(b), (c), to employ persons of outstanding experience and ability without compensation and to employ experts, consultants, or organizations.  The authority delegated by this section may not be redelegated.
PART VI  -  LABOR REQUIREMENTS
Sec. 601Secretary of Labor.  (a)  The Secretary of Labor, in coordination with the Secretary of Defense and the heads of other agencies, as deemed appropriate by the Secretary of Labor, shall:
(1)  collect and maintain data necessary to make a continuing appraisal of the Nation's workforce needs for purposes of national defense;
(2)  upon request by the Director of Selective Service, and in coordination with the Secretary of Defense, assist the Director of Selective Service in development of policies regulating the induction and deferment of persons for duty in the armed services;
(3)  upon request from the head of an agency with authority under this order, consult with that agency with respect to:  (i) the effect of contemplated actions on labor demand and utilization; (ii) the relation of labor demand to materials and facilities requirements; and (iii) such other matters as will assist in making the exercise of priority and allocations functions consistent with effective utilization and distribution of labor;
(4)  upon request from the head of an agency with authority under this order:  (i) formulate plans, programs, and policies for meeting the labor requirements of actions to be taken for national defense purposes; and (ii) estimate training needs to help address national defense requirements and promote necessary and appropriate training programs; and
(5)  develop and implement an effective labor management relations policy to support the activities and programs under this order, with the cooperation of other agencies as deemed appropriate by the Secretary of Labor, including the National Labor Relations Board, the Federal Labor Relations Authority, the National Mediation Board, and the Federal Mediation and Conciliation Service.
(b)  All agencies shall cooperate with the Secretary of Labor, upon request, for the purposes of this section, to the extent permitted by law.
PART VII  -  DEFENSE PRODUCTION ACT COMMITTEE
Sec. 701The Defense Production Act Committee.  (a)  The Defense Production Act Committee (Committee) shall be composed of the following members, in accordance with section 722(b) of the Act, 50 U.S.C. App. 2171(b):
(1)   The Secretary of State;
(2)   The Secretary of the Treasury;
(3)   The Secretary of Defense;
(4)   The Attorney General;
(5)   The Secretary of the Interior;
(6)   The Secretary of Agriculture;
(7)   The Secretary of Commerce;
(8)   The Secretary of Labor;
(9)   The Secretary of Health and Human Services;
(10)  The Secretary of Transportation;
(11)  The Secretary of Energy;
(12)  The Secretary of Homeland Security; 
(13)  The Director of National Intelligence;
(14)  The Director of the Central Intelligence Agency;
(15)  The Chair of the Council of Economic Advisers;
(16)  The Administrator of the National Aeronautics and Space Administration; and
(17)  The Administrator of General Services.
(b)  The Director of OMB and the Director of the Office of Science and Technology Policy shall be invited to participate in all Committee meetings and activities in an advisory role.  The Chairperson, as designated by the President pursuant to section 722 of the Act, 50 U.S.C. App. 2171, may invite the heads of other agencies or offices to participate in Committee meetings and activities in an advisory role, as appropriate.
Sec. 702Offsets.  The Secretary of Commerce shall prepare and submit to the Congress the annual report required by section 723 of the Act, 50 U.S.C. App. 2172, in consultation with the Secretaries of State, the Treasury, Defense, and Labor, the United States Trade Representative, the Director of National Intelligence, and the heads of other agencies as appropriate.  The heads of agencies shall provide the Secretary of Commerce with such information as may be necessary for the effective performance of this function.
PART VIII  -  GENERAL PROVISIONS
Sec. 801Definitions.  In addition to the definitions in section 702 of the Act, 50 U.S.C. App. 2152, the following definitions apply throughout this order:
(a)  "Civil transportation" includes movement of persons and property by all modes of transportation in interstate, intrastate, or foreign commerce within the United States, its territories and possessions, and the District of Columbia, and related public storage and warehousing, ports, services, equipment and facilities, such as transportation carrier shop and repair facilities.  "Civil transportation" also shall include direction, control, and coordination of civil transportation capacity regardless of ownership.  "Civil transportation" shall not include transportation owned or controlled by the Department of Defense, use of petroleum and gas pipelines, and coal slurry pipelines used only to supply energy production facilities directly.
(b)  "Energy" means all forms of energy including petroleum, gas (both natural and manufactured), electricity, solid fuels (including all forms of coal, coke, coal chemicals, coal liquification, and coal gasification), solar, wind, other types of renewable energy, atomic energy, and the production, conservation, use, control, and distribution (including pipelines) of all of these forms of energy.
(c)  "Farm equipment" means equipment, machinery, and repair parts manufactured for use on farms in connection with the production or preparation for market use of food resources.
(d)  "Fertilizer" means any product or combination of products that contain one or more of the elements nitrogen, phosphorus, and potassium for use as a plant nutrient.
(e)  "Food resources" means all commodities and products, (simple, mixed, or compound), or complements to such commodities or products, that are capable of being ingested by either human beings or animals, irrespective of other uses to which such commodities or products may be put, at all stages of processing from the raw commodity to the products thereof in vendible form for human or animal consumption.  "Food resources" also means potable water packaged in commercially marketable containers, all starches, sugars, vegetable and animal or marine fats and oils, seed, cotton, hemp, and flax fiber, but does not mean any such material after it loses its identity as an agricultural commodity or agricultural product.
(f)  "Food resource facilities" means plants, machinery, vehicles (including on farm), and other facilities required for the production, processing, distribution, and storage (including cold storage) of food resources, and for the domestic distribution of farm equipment and fertilizer (excluding transportation thereof).
(g)  "Functions" include powers, duties, authority, responsibilities, and discretion.
(h)  "Head of each agency engaged in procurement for the national defense" means the heads of the Departments of State, Justice, the Interior, and Homeland Security, the Office of the Director of National Intelligence, the Central Intelligence Agency, the National Aeronautics and Space Administration, the General Services Administration, and all other agencies with authority delegated under section 201 of this order.
(i)  "Health resources" means drugs, biological products, medical devices, materials, facilities, health supplies, services and equipment required to diagnose, mitigate or prevent the impairment of, improve, treat, cure, or restore the physical or mental health conditions of the population.
(j)  "National defense" means programs for military and energy production or construction, military or critical infrastructure assistance to any foreign nation, homeland security, stockpiling, space, and any directly related activity.  Such term includes emergency preparedness activities conducted pursuant to title VI of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, 42 U.S.C. 5195 et seq., and critical infrastructure protection and restoration.
(k)  "Offsets" means compensation practices required as a condition of purchase in either government to government or commercial sales of defense articles and/or defense services as defined by the Arms Export Control Act, 22 U.S.C. 2751 et seq., and the International Traffic in Arms Regulations, 22 C.F.R. 120.1 130.17.
(l)  "Special priorities assistance" means action by resource departments to assist with expediting deliveries, placing rated orders, locating suppliers, resolving production or delivery conflicts between various rated orders, addressing problems that arise in the fulfillment of a rated order or other action authorized by a delegated agency, and determining the validity of rated orders.
(m)  "Strategic and critical materials" means materials (including energy) that (1) would be needed to supply the military, industrial, and essential civilian needs of the United States during a national emergency, and (2) are not found or produced in the United States in sufficient quantities to meet such need and are vulnerable to the termination or reduction of the availability of the material.
(n)  "Water resources" means all usable water, from all sources, within the jurisdiction of the United States, that can be managed, controlled, and allocated to meet emergency requirements, except "water resources" does not include usable water that qualifies as "food resources."
Sec. 802General.  (a)  Except as otherwise provided in section 802(c) of this order, the authorities vested in the President by title VII of the Act, 50 U.S.C. App. 2151 et seq., are delegated to the head of each agency in carrying out the delegated authorities under the Act and this order, by the Secretary of Labor in carrying out part VI of this order, and by the Secretary of the Treasury in exercising the functions assigned in Executive Order 11858, as amended.
(b)  The authorities that may be exercised and performed pursuant to section 802(a) of this order shall include:
(1)  the power to redelegate authorities, and to authorize the successive redelegation of authorities to agencies, officers, and employees of the Government; and
(2)  the power of subpoena under section 705 of the Act, 50 U.S.C. App. 2155, with respect to (i) authorities delegated in parts II, III, and section 702 of this order, and (ii) the functions assigned to the Secretary of the Treasury in Executive Order 11858, as amended, provided that the subpoena power referenced in subsections (i) and (ii) shall be utilized only after the scope and purpose of the investigation, inspection, or inquiry to which the subpoena relates have been defined either by the appropriate officer identified in section 802(a) of this order or by such other person or persons as the officer shall designate.
(c)  Excluded from the authorities delegated by section 802(a) of this order are authorities delegated by parts IV and V of this order, authorities in section 721 and 722 of the Act, 50 U.S.C. App. 2170 2171, and the authority with respect to fixing compensation under section 703 of the Act, 50 U.S.C. App. 2153.
Sec. 803Authority.  (a)  Executive Order 12919 of June 3, 1994, and sections 401(3) (4) of Executive Order 12656 of November 18, 1988, are revoked.  All other previously issued orders, regulations, rulings, certificates, directives, and other actions relating to any function affected by this order shall remain in effect except as they are inconsistent with this order or are subsequently amended or revoked under proper authority.  Nothing in this order shall affect the validity or force of anything done under previous delegations or other assignment of authority under the Act.
(b)  Nothing in this order shall affect the authorities assigned under Executive Order 11858 of May 7, 1975, as amended, except as provided in section 802 of this order.
(c)  Nothing in this order shall affect the authorities assigned under Executive Order 12472 of April 3, 1984, as amended.
Sec. 804General Provisions.  (a)  Nothing in this order shall be construed to impair or otherwise affect functions of the Director of OMB relating to budgetary, administrative, or legislative proposals.
(b)  This order shall be implemented consistent with applicable law and subject to the availability of appropriations.
(c)  This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.
